Every municipality runs its own process
Fishers, Carmel, Westfield, Zionsville and Indianapolis each have their own building department, their own submission portal and their own review timelines. A set of drawings accepted in one jurisdiction may need reworking for another.
Historic districts add a layer
Neighborhoods such as Irvington and parts of Broad Ripple carry additional review for anything that changes the exterior. Windows, doors, siding and rooflines all come under scrutiny, and that review sits on top of the standard permit, not instead of it.
What actually needs one
Structural changes, additions, electrical and plumbing alterations and most window and door replacements will. Cosmetic work generally will not. When it is borderline, assume yes and confirm.

A remodeler working in these communities regularly knows which department is slow, which requires engineered drawings and what the current backlog looks like. That knowledge belongs at the start of a project, in the schedule, rather than surfacing halfway through.
